Education

Any Romanian citizen or the citizens of the EU / EEA and of the Swiss Confederation, regardless of their mother tongue or the language they have studied in, can train and enroll in all forms of education in Romania, either in Romanian language or in courses in the languages of national minorities or international languages. Upon admission to state and private higher education, for each cycle and university study program, the citizens of the EU/ EEA and of the Swiss Confederation can apply under the same conditions provided by law for Romanian citizens, including the tuition fees.

The national education system consists of all state and private education units and institutions of various types, levels and forms of organization of training and education and it is structured in educational levels as it follows:
• Early education (0—6 years old) nursery level (0—3 years) and pre-school education, kindergarten (3—6 years);
• Primary education (ISCED 1) which covers preparatory class and grades I—IV;
• Middle / lower – secondary education (ISCED 2) or gymnazium which covers grades V—VIII;
• Secondary school system (ISCED 3) or high school, which covers grades IX—XII/XIII, with the following fields: theoretical, vocational, technological or vocational education lasting 3 years. The access to the next level of education is done through the national assessment examination and then, distribution in upper secondary education units;
• Tertiary / Higher education (ISCED 4) which covers post-secondary education;
• Higher education (ISCED 5-8) which comprises of universities, academies of study, institutes, schools of higher learning called higher education institutions or universities provisionally authorized or accredited. Only those who graduated the high school can enroll in higher education. The structure of higher education reflects the principles of Bologna process: Bachelor degree, Master degree.
