Competent authority: General Inspectorate for Immigration
If you are a citizen of a state in the European Union, the European Economic Area or the Swiss Confederation and you want to stay more than 3 months in Romania, you must register your residence at the territorial offices of the General Inspectorate for Immigration in the county where you live.
Necessary documents issued by the General Inspectorate for Immigration certifying residence in Romania are:
• registration certificate (for EU / EEA / Swiss Confederation citizens) In order to obtain the registration certificate / residence card, you must present, at the IGI territorial offices in the county where you live, a series of documents, depending on the purpose of your stay in Romania . The registration certificate is issued on the same day and is valid for a period of up to 5 years but not less than one year;
• residence card (for family members of EU / EEA / Swiss Confederation citizens) The residence card is issued within 90 days from the date of submission of the application. The validity of the residence card is up to 5 years from the date of issue, but not longer than the period of residence of the EU / EEA / Swiss Confederation citizen whose family member is the applicant. In the case of subsequent applications, if the provisions of OUG 102/2005 with subsequent amendments and completions are met, the residence card shall be issued within 30 days from the date of submission of the application;
• permanent residence card (both for EU / EEA / Swiss Confederation citizens and for their family members). The right to long-term residence in Romania ends when the absence from the territory of Romania exceeds 12 consecutive months, in the case of foreign nationals (unless the foreigner has a temporary right of residence in an EU member country during this period) or when the absence exceeds 2 consecutive years in the case of citizens of the EU / EEA / Swiss Confederation. Residence cards can be issued to foreign nationals for a period of up to 5 years, or up to 10 years, in the case of EU / EEA / Swiss Confederation citizens. In addition, in order to benefit from a long-term right of residence in Romania, the foreign citizen or the citizen of the EU / EEA / Swiss Confederation must have had a legal and continuous stay in Romania for the last 5 years, based on the residence documents of temporary stay in Romania.

• As the case may be, depending on the applicant’s activity in Romania: proof of means of subsistence / proof of health insurance / employment contract / posting contract / secondment contract / proof that the applicant can exercise economic activity under the conditions established by OUG no.44 / 2008 with subsequent amendments and completions- Confirming certificate issued by ONRC (original and copy) / proof that the applicant can pursue the professional activity – authorization or opinion (original and copy) issued according to the special law / volunteer contract (original and copy) / opinion of the Interdepartmental Commission for coordination and support of humanitarian activities within the Ministry of Health Public (original and copy) / opinion of the State Secretariat for Religions / proof of means of subsistence / proof of health insurance / documents certifying enrollment in an educational institution / proof of means of subsistence/ civil status document
Documents required for issuing a permanent residence card (for EU / EEA / Swiss Confederation citizens):
• application form
• identity card or passport (valid) in original and copy;
• original and copy registration certificate;
• acts and documents proving the fulfillment of the conditions provided by law regarding the legality and continuity of residence *, in order to obtain the right of permanent residence;
• fee of 7 LEI is paid to the treasury / C.E.C. on behalf of the state budget 20A3308008609468;
Documents required for the issue of a residence card for family members (from non-EU / EEA / Swiss Confederation countries):
• application form
• passport (valid) in original and copy;
• original residence card and copy;
• acts and documents proving the fulfillment of the conditions provided by law regarding the legality and continuity of residence *, in order to obtain the right of permanent residence;
