Before embarking on your business creation project, check that you are entitled to exercise your activity in France because:
- access to certain activities is reserved for French people and nationals of member states of the European Union and the European Economic Area (EEA) or of a country that has signed a reciprocity agreement with France;
- certain activities require diploma or professional experience conditions or administrative authorization.

After making sure that the exercise of your activity is compatible with French law, you can tackle the administrative formalities.
The steps to be taken vary depending on the situation of the foreign business creator (country of origin and place of residence).
Nationals of the European Union or of a state party to the Agreement on the European Economic Area (EEA) or of the Swiss Confederation.
No special residence permit is required. You will be able to carry out your professional activity in France without having to take any other steps than the traditional procedure for creating a company. If you plan to reside in France, however, you should plan to register with the mayor of your municipality of residence within three months of your arrival in France.
