As of Romania’s EU accession date citizens from the EU Member States, from states in the European Economic Area and the Swiss Confederation have had access to all formats and levels of education in Romania, under the same conditions required by law of Romanian citizens, including those regarding tuition fees. EU/EEA/EC citizen candidates participate in the admission taking into account the same timetable and admission criteria established for romanian citizens, including registration, documents, possible exams and tuition fees.
• Primary Education
Children who reach the age of 6, may be enrolled in the preparatory class, in accordance with the provisions of the National Education Law no.1/2011, with subsequent amendments and completions. In this case, the legally established parent/guardian/ legal representative can complete the standard online application form or download it from the computer application, complete it and send it to the educational unit, together with the supporting documents and a statement at their own risk, regarding the veridicity of the data and information completed. Documents can be sent to the school by e-mail or post. The parent has the possibility to decide whether to submit directly to the educational application the standard application, respectively the proving documents.
• Middle/Lower-Secondary Education (Gymnazium)
In secondary education (grades V-VIII, general education) are admitted all students who have passed primary education (Preparatory class and grades I-IV). The schools covered by compulsory education admit to primary and lower secondary education, with priority and within the limit of the approved enrolment plan, the students residing in the area assigned to each school. Enrolment is based on a written request from the parent, the tutor or the legal supporter. The parent, the tutor or the legal supporter is entitled to request that the child attends another school which provides primary and lower secondary education than that to which their residence is assigned. In this case, the school board approves the request within the limit of the approved enrolment plan, after having ensured the enrolment of the students residing in the area.
• Secondary School System
Students who finish lower secondary education may express their options for continuing their studies using unique forms for registration developed and made available by the Ministry of National Education. All the options and the available places are registered by the County School Inspectorates in the database of the Ministry of National Education. The applicants are distributed to the existing places in the decreasing order of their average admission mark and taking into account their options.
The students who completed lower secondary education may choose one of the following educational paths:
• the lower cycle of high-school (grades IX – X, the first stage of high-school education) – organised with the following routes: theoretical, technological and aptitude-based (military, theological, sports, arts and pedagogical)
• vocational education or dual vocational education.
Progression to the upper cycle of high-school (grades XI – XII/XIII) depends on the educational path and the competences acquired throughout compulsory education. The access of the students who completed the lower cycle of high-school to different routes, profiles and specialisations provided in the upper cycle of high-school is based on a methodology developed by the Ministry of National Education. The students who complete the 3 years of vocational education learn all the subjects considered as general knowledge subjects that are taught in grades IX and X of high-school education. Therefore, they may continue their studies in high-school, the technological profile, in grades XI and XII/XIII.
