The provision of social housing in Romania is regulated by Law 114 from 1996. The responsibility for granting social housing rests with the local authorities. In order to obtain a social housing, a family or a single person must meet the following conditions according to the law:
• families or persons with an average monthly net income per person, earned in the last 12 months, below the level of the national average monthly net wage, communicated by the National Institute of Statistics in the last Statistical Bulletin prior to the month in which the application is analyzed, and prior to the month in which the housing is granted (Art. 42 of the Housing Law no. 114/1996).
• have their domicile within the area of the local authority where the application is submitted.
Documents needed for social house application
• standard application addressed to the mayor of the locality;
• contact telephone number;
• explanatory memorandum showing the family and housing situation; copies of identity document with permanent residence in the locality (for all members who will appear together with the applicant in the social housing file application;
• copies of birth certificates of minor children (if applicable);
• copy of marriage certificate (if applicable);
• certificate of salary with net income (broken down) earned in the last 12 months or as the case may be: pension vouchers, social assistance certificates, or a notarial declaration showing that you have not made income;
• copy of title deed, lease of the owner of the house from the domicile address on identity document;
• certificate of fiscal attestation for individuals regarding local taxes and fees;
• notarial declaration (in original) stating that you have not owned or sold any dwelling property / co-ownership after January 1, 1990 and until now, on the territory of the country (for all major members);
• medical certificates, for first or second degree invalids, or for disabled people (as the case may be);
• copy of the final divorce decision (if applicable);
• certificate for institutionalized young people;
• the final eviction court decision (if applicable);
• certificate from the General Directorate of Social Assistance and Child Protection stating the period for which you benefit / have benefited from aid for the payment of rent according to the Decision of the Local Council no. 120/2004, with subsequent amendments and completions;
• if you are a victim of domestic violence, please present documents attesting this, respectively, the protection order issued by the court under the conditions provided by Law 217/2003 for preventing and combating domestic violence, with subsequent amendments and completions;
• certificate for the beneficiaries of Law 42/1990 or 118/1990 (as the case may be);
• higher education diploma, legalized, for the holder of the application;
• any other document you deem necessary in support of your housing application.
