University enrollment

Since 2007 when Romania became a EU Member State, citizens of EU Member States, from states in the European Economic Area and the Swiss Confederation have access to all formats and levels of education in Romania, under the same conditions required by law for Romanian citizens, including those regarding tuition fees. EU/EEA/EC citizen candidates participate in the admission procedures taking into account the same timetable and admission criteria established for Romanian citizens by each university, including registration, documents, possible exams and tuition fees. Candidates originating from such states must file their documentation directly with the Universities of their choice, accompanied by the certificate recognizing their studies, issued by the National Center for Recognition and Validation of Diplomas that operates under the Romanian Ministry of Education, Research, Youth and Sports.

If the access to the targeted university is made through an admission competition, the period of the admission sessions, the formats and the competition tests are established by the own admission methodologies of each university, in compliance with the legislation in force. For university studies organized in an international language, the admission will have to contain a test of linguistic competence.

Schooling

As of Romania’s EU accession date citizens from the EU Member States, from states in the European Economic Area and the Swiss Confederation have had access to all formats and levels of education in Romania, under the same conditions required by law of Romanian citizens, including those regarding tuition fees. EU/EEA/EC citizen candidates participate in the admission taking into account the same timetable and admission criteria established for romanian citizens, including registration, documents, possible exams and tuition fees.
• Primary Education
Children who reach the age of 6, may be enrolled in the preparatory class, in accordance with the provisions of the National Education Law no.1/2011, with subsequent amendments and completions. In this case, the legally established parent/guardian/ legal representative can complete the standard online application form or download it from the computer application, complete it and send it to the educational unit, together with the supporting documents and a statement at their own risk, regarding the veridicity of the data and information completed. Documents can be sent to the school by e-mail or post. The parent has the possibility to decide whether to submit directly to the educational application the standard application, respectively the proving documents.
• Middle/Lower-Secondary Education (Gymnazium)
In secondary education (grades V-VIII, general education) are admitted all students who have passed primary education (Preparatory class and grades I-IV). The schools covered by compulsory education admit to primary and lower secondary education, with priority and within the limit of the approved enrolment plan, the students residing in the area assigned to each school. Enrolment is based on a written request from the parent, the tutor or the legal supporter. The parent, the tutor or the legal supporter is entitled to request that the child attends another school which provides primary and lower secondary education than that to which their residence is assigned. In this case, the school board approves the request within the limit of the approved enrolment plan, after having ensured the enrolment of the students residing in the area.
• Secondary School System
Students who finish lower secondary education may express their options for continuing their studies using unique forms for registration developed and made available by the Ministry of National Education. All the options and the available places are registered by the County School Inspectorates in the database of the Ministry of National Education. The applicants are distributed to the existing places in the decreasing order of their average admission mark and taking into account their options.

The students who completed lower secondary education may choose one of the following educational paths:

• the lower cycle of high-school (grades IX – X, the first stage of high-school education) – organised with the following routes: theoretical, technological and aptitude-based (military, theological, sports, arts and pedagogical)
• vocational education or dual vocational education.

Progression to the upper cycle of high-school (grades XI – XII/XIII) depends on the educational path and the competences acquired throughout compulsory education. The access of the students who completed the lower cycle of high-school to different routes, profiles and specialisations provided in the upper cycle of high-school is based on a methodology developed by the Ministry of National Education. The students who complete the 3 years of vocational education learn all the subjects considered as general knowledge subjects that are taught in grades IX and X of high-school education. Therefore, they may continue their studies in high-school, the technological profile, in grades XI and XII/XIII.

Language courses

The foreigners who have received the right of residence in Romania and citizens of EU Member States and European Economic Area shall, on request, benefit the right for free Romanian laguage courses. These courses are organized by the Ministry of Education in collaboration with the General Inspectorate for Immigration and aimed at familiarizing participants with the Romanian language. During the Romanian language courses, the children may be enrolled as auditorium in the education system.

In order to enter the academic year corresponding to the held knowledge, the school inspectorates for minors organize a free Romanian language initiation. The duration of the initiation language course is one year. Foreign students can be enrolled in the school units nominated by the County School Inspectorates (ISJ)/ or Bucharest School Inspectorate (ISMB).

The foreign citizens can be enrolled in the Romanian language preparatory year within higher education institutions, according to the legal provisions regarding the organization and conducting of the Romanian language preparatory year. To facilitate access to the Romanian education system, the foreigners receive, free of charge, during a school year, a preparation course in order to register in the national education system. During the Romanian language course, the children may be enrolled as trainees in the education system.

Recognition of academic and professional qualifications

Competent authority: National Center for Recognition and Validation of Diplomas (CNRED)
CNRED evaluates and recognizes documents of studies obtained abroad by the citizens of the EU/EEA and of the Swiss Confederation and their family members, as well for citizens that are beneficiaries of a form of international protection, and also for citizens of non-EU countries, in order for them to continue their studies in Romania or to access the Romanian labour market. CNRED recognizes and evaluates the documents of studies obtained abroad by assessing and determining the level, main field of studies and / or specialization compared to the Romanian education system.
• Following the assessment, CNRED can automatically recognize or by applying difference examinations or other compensatory measures, the level, field of study and / or specialization. When applying difference examinations or other compensatory measures, CNRED collaborates with County School Inspectorates and the Bucharest School Inspectorate. CNRED recognizes, based on a file, the study documents attesting graduation of baccalureate examination, vocational school and post-secondary school.
• CNRED recognizes documents of higher education studies obtained abroad by assessing and determining the level, main field of studies and/ or specialization compared to the Romanian education system. The procedures of recognition and validation of diplomas for bachelor, master and Ph.D applies to diplomas obtained at universities in third countries, except for prestigious universities in these countries for which the automatic recognition procedure is applied. Following the assessment, CNRED can automatically recognize or by applying difference examinations or other compensatory measures, the level, field of study and / or specialization. When applying difference examinations or other compensatory measures, CNRED collaborates with the higher education institutions. CNRED issues the Certificate of validation/recognition and his procedure applies both to continue studies in Romania, as well as access to the labor market.
• The recognition for the access to the Romanian labour market for citizens of the EU/EEA member states and the Swiss Confederation, and for their family members, as well for the citizens that are beneficiaries of a form of international protection, is made in accordance with the procedure presented here (see the links)

Documents needed for recognition of academic and professional qualifications:
• Study document for validation/ recognition: in copy, if the study document is issued in Romanian, English, French, Spanish, Italian language;
• Diploma supplement / Record of study sheet – if the recognition of the specialization is required or the field of study is not mentioned on the diploma: in copy, if the study certificate is issued in Romanian, English, French, Spanish;
• Other relevant documents, if necessary: analytical programs of the courses carried out, a complete description of the courses/ subjects studied, and any documents related to the completion of postgraduate courses, etc.;
• Personal documents of identification, in copy: passport / identity card; proof of legal name change, if applicable, copy for documents (in Romanian/ English/ French/ Spanish/ Italian) and authorized translation in Romanian for study documents in other languages
• Application form for the recognition of the studies;
• Certificate;
• Order on the approval of the Methodology for recognition and validation of pre-university study documents obtained abroad.

Education (general provisions)

Any Romanian citizen or the citizens of the EU / EEA and of the Swiss Confederation, regardless of their mother tongue or the language they have studied in, can train and enroll in all forms of education in Romania, either in Romanian language or in courses in the languages of national minorities or international languages. Upon admission to state and private higher education, for each cycle and university study program, the citizens of the EU/ EEA and of the Swiss Confederation can apply under the same conditions provided by law for Romanian citizens, including the tuition fees.

The national education system consists of all state and private education units and institutions of various types, levels and forms of organization of training and education and it is structured in educational levels as it follows:
• Early education (0—6 years old) nursery level (0—3 years) and pre-school education, kindergarten (3—6 years);
• Primary education (ISCED 1) which covers preparatory class and grades I—IV;
• Middle / lower – secondary education (ISCED 2) or gymnazium which covers grades V—VIII;
• Secondary school system (ISCED 3) or high school, which covers grades IX—XII/XIII, with the following fields: theoretical, vocational, technological or vocational education lasting 3 years. The access to the next level of education is done through the national assessment examination and then, distribution in upper secondary education units;
• Tertiary / Higher education (ISCED 4) which covers post-secondary education;
• Higher education (ISCED 5-8) which comprises of universities, academies of study, institutes, schools of higher learning called higher education institutions or universities provisionally authorized or accredited. Only those who graduated the high school can enroll in higher education. The structure of higher education reflects the principles of Bologna process: Bachelor degree, Master degree.

Public housing

The provision of social housing in Romania is regulated by Law 114 from 1996. The responsibility for granting social housing rests with the local authorities. In order to obtain a social housing, a family or a single person must meet the following conditions according to the law:
• families or persons with an average monthly net income per person, earned in the last 12 months, below the level of the national average monthly net wage, communicated by the National Institute of Statistics in the last Statistical Bulletin prior to the month in which the application is analyzed, and prior to the month in which the housing is granted (Art. 42 of the Housing Law no. 114/1996).
• have their domicile within the area of the local authority where the application is submitted.
Documents needed for social house application
• standard application addressed to the mayor of the locality;
• contact telephone number;
• explanatory memorandum showing the family and housing situation; copies of identity document with permanent residence in the locality (for all members who will appear together with the applicant in the social housing file application;
• copies of birth certificates of minor children (if applicable);
• copy of marriage certificate (if applicable);
• certificate of salary with net income (broken down) earned in the last 12 months or as the case may be: pension vouchers, social assistance certificates, or a notarial declaration showing that you have not made income;
• copy of title deed, lease of the owner of the house from the domicile address on identity document;
• certificate of fiscal attestation for individuals regarding local taxes and fees;
• notarial declaration (in original) stating that you have not owned or sold any dwelling property / co-ownership after January 1, 1990 and until now, on the territory of the country (for all major members);
• medical certificates, for first or second degree invalids, or for disabled people (as the case may be);
• copy of the final divorce decision (if applicable);
• certificate for institutionalized young people;
• the final eviction court decision (if applicable);
• certificate from the General Directorate of Social Assistance and Child Protection stating the period for which you benefit / have benefited from aid for the payment of rent according to the Decision of the Local Council no. 120/2004, with subsequent amendments and completions;
• if you are a victim of domestic violence, please present documents attesting this, respectively, the protection order issued by the court under the conditions provided by Law 217/2003 for preventing and combating domestic violence, with subsequent amendments and completions;
• certificate for the beneficiaries of Law 42/1990 or 118/1990 (as the case may be);
• higher education diploma, legalized, for the holder of the application;
• any other document you deem necessary in support of your housing application.

Accidents insurance

The insurance system for work accidents is a mandatory system that covers all employees. The system provides medical care, work capacity recovery and compensation for injuries or profesional disesses. The system is financed by contributions paid by employers.

The citizens of the EU / EEA and of the Swiss Confederation enjoy the same rights as the Romanian citizens under the conditions in which they have the status of employee on the Romanian territory.

Sickness/health insurance and disability

The public health system in Romania is a universal system based in terms of funding on contributions paid by insured persons. Some categories such as minor children or pensioners are insured without paying the contributions.

The citizens of the EU / EEA and of the Swiss Confederation benefit from health services under the same conditions as the Romanian citizens.

The quality of insured can be acquired if the following conditions are met:
• The contribution to the health fund is proved, according to the law; Proof of possession of a permanent residence permit or a domicile in Romania is provided
• Proof of citizenship of a state with which Romania has concluded conventions and treaties in the field of health
• The citizen is up to 18 years old or is a student / pupil / apprentice up to 26 years old. From the age of 26, regardless of social status, contributions to the state must be paid in order to continue to have these benefits.
Services provided by an insured:
• Can choose a family doctor, health care provider and health insurance company, according to the legislation in force. The family doctor can be replaced only after the expiration of the 6 months from the date of registration on his list
• Preventive medical assistance and medicines, as well as medical services and sanitary materials, in accordance with the law
• Medical assistance in the hospitals with which the health insurance houses collaborate
• Emergency medical services
• Dental assistance and recovery services
• Home health care services
• Guaranteeing the right to information in case of medical treatments, as well as data confidentiality.

Family allowances

The allowance for family support is granted based on Law no. 277 of 2010.
The maximum income limits up to which the allowance is granted is 530 lei / family member.

Families with dependent school-age children benefit from the allowance provided that the children attend without interruption the courses of a form of education organized according to the law, except for those who interrupt them for medical reasons, and do not register unmotivated absences during a semester. to lead to a drop in grade of 8.

For families who have dependent school-age children with severe or severe disabilities and who do not attend a form of education, organized in accordance with the law, the allowance is granted provided the certificate of inclusion in a degree of disability and the evidence issued by the directorates of social assistance, attesting the fact that the respective child cannot be enrolled in any form of education, provided by law.

The law provides for the differentiation of family allowances according to family income and the number of children in the family.

Unemployment allowances

Unemployment insurance only covers people who have been insured under the unemployment insurance system for the last 12 months before losing their job. Unemployment benefits and the period of granting are calculated according to the value of SRI – Social Reference Indicator, respectively the period in which the person had the quality of insured before losing his job. The citizens of the EU / EEA and of the Swiss Confederation benefit from the unemployment indemnity under the same conditions as the Romanian citizens.
