Welfare (en)

Social protection is organized on four levels:

Social security provides basic cover for “sickness / maternity / invalidity / death”, “work accidents / occupational diseases”, “old age” and “family” risks. It is made up of different schemes grouping together the insured persons according to their professional activity, the main ones of which are:

  • the general scheme: it concerns most employees, students, recipients of certain benefits and ordinary residents. Since January 2018, the social protection of the self-employed (craftsmen, traders, business leaders, liberal professions, etc.), previously managed by the Social Security for Self-Employed (RSI), has been entrusted to the general regime;
  • special schemes: they cover employees who are not in the general scheme (civil servants, SNCF employees, notaries, etc.);
  • the agricultural scheme: it provides social protection for farmers and agricultural workers. It is the only social security scheme that does not come under the ministry in charge of social affairs, but the ministry of agriculture.

So-called complementary schemes can provide additional cover for risks borne by social security. Some are compulsory (supplementary pension schemes for private sector employees) and others optional (mutual health insurance companies, insurance companies, provident institutions).

The National Union for Employment in Industry and Commerce (UNEDIC) manages the unemployment insurance scheme.

Finally, state and departmental social assistance provides support to the poorest.

The RSA is the most widely distributed social minimum, affecting around 2.5 million people each year. Behind it, there is the allowance for disabled adults, then the solidarity allowance for the elderly and the specific solidarity allowance (ASS) for unemployed people at the end of their entitlement.
