Residence

It is the policy of the EU (European Union) that European citizens can reside in Portugal for up to 3 months without registering and are free from other formalities; however they can register voluntarily in the Municipality (Town hall), where is living. Whichever option choosed, its always needed a valid identity document (identity card, citizen card or passport).

As soon as the 3-month stay ends and there is an intention to stay longer, it is needed to start the right of residence process and request a Certificate of Registration. The right of residence in Portugal covers citizens of the countries of the European Union (EU), the European Economic Area (EEA), the Principality of Andorra and Switzerland, as well as their family members.
Different procedures are contemplated according to the status in which it is found:
• Worker
• Student
• Pensioner

If there is intention to stay, its needed to apply for the Permanent Residence Certificate, however you can only apply if you have already lived 5 years legally in Portugal. The right to stay in Portugal covers citizens of the countries of the European Union (EU), the European Economic Area (EEA), the Principality of Andorra and Switzerland, as well as their families.

Due to the COVID-19 pandemic, SEF made the residence renewal service available online, or by appointment online, if it is necessary to solve any matter in person. To proceed with the online renewal, you must register in the personal area of the SEF Portal and in the “Orders” categories access the “Automatic Renewal”. This service is only available depending on the type of renovation you wish to request. SEF – Renovar Residência Online

Documents to be provided:

Certificate of Registration:

  • Worker: Valid identity document; Declaration, under honor, that you have a subordinate or independent professional activity in Portugal;
  • Student: Valid identity document; Declaration, under honor, that you are enrolled in a public or private educational establishment; something that proves the possession of sufficient financial resources( for this situations if is also required in your Member State to the Portuguese citizens), and health insurance,
  • Pensioners: Declaration, under honor, that they have sufficient financial resources, ( for this situations if is also required in your Member State to the Portuguese citizens), and health insurance,

 Permanent Residence Certificate: Two Photos; Valid Passport or Identity Card (and respective photocopies); and if there was a change of address: Proof of address change – Parish Council Certificate, or Deed of Purchase or Sale, or Lease Agreement – and respective photocopy.

  • 15,00€
  • 7,50€ (under 6 years old)

Permanent Residence Certificate

  • 15€

Certificate of Registration: 5 years

  • appeal procedures

Certificate of Registration: Go to the City Council of the area of residence (period of 30 days after 3 months of  entering in national territory)
Permanent Residence Certificate: Go to SEF service counters (with prior appointment);
